Are politicians like old companies or technology start-ups?

I liked this distinction by Sangeet Paul Choudary;

Technology startups are disruptive because they are driven by a desire to solve an unsolved problem in a unique way and create new value. Most large and established companies, in contrast, are driven by a desire to defeat competition and protect their market turf.

I can’t help thinking that there must be a similar distinction between the enormous number of more or less corrupt politicians and the tiny number who (are able to) operate with integrity
